This is used to change the scoping method for conditional formatting data inside a Pivot Table.

This displays a list of scoping options:

Scoping by selection -
Scoping by value field -
Scoping by corresponding field -

Create a pivot table
Select a style so it is automatically formatted.

Select a cell and apply a type of conditional formatting
